Full project management

MMCESL’s staff has the skills and calibre to provide a full range of project management and support services, extending across inception, feasibility, pre-construction, construction, completion, maintenance, decommissioning and demolition.

We are happy to take on the complete management of a project from start to finish, or provide specialist support for individual phases, as suits you. (Please scroll down for details on specific activities.)

For example, we can undertake site assessments and investigations, obtain approvals, manage design development, coordinate contract packages, manage your contractors, manage construction works, monitor budgets, carry out contract administration, monitor and enforce contract compliance, coordinate post-construction activities, assess training needs, generate O&M manuals and offer feedback as you need.

An MMCESL director is involved in every project. Not only does this make it easy for you to access senior MMCESL personnel at any time, but it ensures that efficient reporting regimes are established at the outset of a project. We can also act as an authoritative Client Representative to any external parties as required.

Our integrated approach enables the status of your project to be continually re-evaluated and re-prioritised as it progresses, ensuring that it is well coordinated, ‘stays on track’ and is therefore cost-effective.

For example, we ensure the construction phase is properly integrated into the overall project plan and we provide continuity in the construction process by liaising with all other team members - monitoring inputs and outcomes, coordinating the distribution of information and managing the construction process including Health & Safety requirements.

By providing such effective communication we make sure that a project is delivered in a way that satisfies all the various individual demands on it, as well as any relevant statutory obligations.

Construction (Design & Management), Regulations (CDM)

MMCESL has been delivering Construction, Design and Management (CDM Coordinator) services since the inception of the CDM Regulations in 1995 and is fully conversant with the 20 CDM Regulations. Our experienced team of CDM Advisors has particular experience of projects in the electricity distribution industry and our engineers currently hold Distribution Network Operator’s authorisations for all voltages.

We can provide an extended service during the construction phase of projects to monitor compliance with the regulations and support all parties in their roles under the regulations.

Our CDM Advisors all hold the NEBOSH (National Examination Board in Occupational Safety and Health) Construction Certificate and are registered to practice with the association for project safety.

Project assessment: feasibility studies, impact assessments and route proving

MMCESL can help you assess the feasibility of, and best options for, any aspect of a proposed project.

We work closely with professional environmental consultants to produce environmental impact assessments, and are experienced in the delivery of mitigation works resulting from initial studies and surveys, particularly when dealing with protected flora and fauna.

Our personnel have the knowledge and experience to undertake Health & Safety assessments; to carry out route proving; to conduct assessments of existing asset condition or future resource requirements; and to advise on the cost and ‘buildability’ of a project.

With thorough planning at the outset, MMCESL can help you significantly improve the future efficiency and cost-effectiveness of a project.

Project planning

MMCESL offers total project planning as a key feature of our services. Thorough planning ensures that the wishes and requirements of all parties are accommodated, that relevant statutory obligations will be met and that priorities and schedules/time constraints are agreed at the outset. This significantly improves the efficiency and cost-effectiveness of a project.

We can also survey and report on the condition of civil and electrical assets, typically including a cost and priority analysis: this will allow you to plan and budget for an effective ongoing maintenance strategy and programme to optimise your investment.

Our knowledge of the commercial processes, contractual procedures and client requirements equip us to support you throughout the procurement process and assist you in selecting and appointing the best contractors for your project.

Commissioning, Client Representation, Witness

MMCESL has the commissioning capability to prove that a scheme has been supplied and installed both to contract requirements and to your standards, and that it meets the functional specification, is appropriately safe to put into service and that HSE requirements are met including all marked up drawings and completed test documentation.

Our well qualified and experienced engineers have a thorough knowledge of protection schemes, commissioning procedures and equipment options in the Utilities, Construction and Engineering industries. This includes testing protection & control schemes, switchgear and CSCS/SCADA in the UK and overseas.

They are fully conversant with most modern electrical practices and British / European Standards for installation and testing regimes. MMCESL currently holds DNO’s authorisations for all voltages.

With experience that is well respected in our industries, our engineers regularly carry out the role of Client Representative / Consultant / Witness for our clients.

Site supervision, Health & Safety monitoring

MMCESL can provide on-site supervision for building, civil and electrical activities including quality assurance inspection, monitoring contract compliance and acting as Client's Representative.

Our well qualified and experienced personnel are all authorised to access up to 132kV substations for Electricity North West and we can offer Safety Standby and Working Party Supervisors for all substations operated by Electricity North West. We are also able to provide Senior Authorised Persons (civil and electrical) for the supervision or delivery of specific tasks in a high voltage environment. Health & Safety advice

MMCESL’s personnel all have a thorough understanding of Health & Safety regulations particularly those relevant to the Electricity Transmission and Distribution, and Construction industries.

Our H&S specialists all hold the NEBOSH (National Examination Board in Occupational Safety and Health) Construction Certificate. MMCESL is also a member of the Association for Project Safety, with which the company is registered as a CDM Coordinator.
